    The legal definition - A fare-paying passenger is a person who has paid a fee (the fare) to be transported on a public transport system, such as a bus, train, or airplane. In essence, it's a passenger who has purchased a ticket or paid for their journey.

    Taken from a publicly available document challenging how rail fines are carried out.

    I’d say if nobody on that WCR train paid a fare, the ORR can’t touch them.
