    Unusual that the balance weight is not central in relation to the crank boss.

    A connected wheel with outside valve gear ? the other items in the lot are quite interesting two, esp the GNR panels...

    Yes that looks quite normal to me, if an eccentric or return crank would be attached to the wheel (and the heavy duty counterweight suggests it would), with an offset centre of mass.
