Really, so when xyz loco shows up for the gala, it comes with a storage van full of maintenance history going back to the 1930s available for inspection ?
Knowing that someone tightened a screw on shed last night is doesn't mean to say that the everything else is safe before it arrived onsite ? - therefore the recommendation as is means nothing.

The 37 was a Network Rail one, so you should assume it is more fully documented than some loco that was sold for scrap and was stripped to the bone standing in water for 30 years, but there has been several AAIB reports questioning the documentation processes of preserved locomotives, hinting that the paperwork trail is the weakness.

It's only a matter of time before AAIB uses this weakness to move to enforcement and creep beyond the remit of boilers/axles etc etc and into all general aspects and so I'd imagine several locomotives / rolling stock would be consigned to the museum shed as the ancestry/parentage of it's components cannot be fully established, especially those manufacturered "by volunteers in their garden shed from old kitchen irons" in the early preservation era, especially as those that manufactured them pass on and the skill set to maintain them shrinks, why wouldnt AAIB seek to regulate more ?
