    Where does the ELR stand in terms of having this forced upon them? They clearly don’t want it and there’s a strong case that it would damage their offering as a volunteer-run tourist attraction, yet Rossendale Council seem determined to see it happen regardless. Im not familiar with who owns what on the ELR, so could someone force it on them against their will?

    The local authorities did, as far as I know, have some input into its initial reopening, I don't know what, if any, financial or other interest they have now.

    worst case scenario, could it be compulsorily purchased?

    I doubt it's the last time that question will crop up. Had it not been due to operating over non-NR commercially owned track, it'd have kicked off over the truncated/defunct* Dartmoor Railway.

    * not actually at all certain of that line's/group's current status.

    I stand to be corrected, but I believe the local council is the railway's landlord. Whether that means the commuter plan could be forced upon the ELR is another matter entirely.

    Any scheme that has to be agreed by and presumably funded by three different councils.... think they will be taking about it for a very long time before anything actually gets decided on.

    Rossendale is not a unitary authority so Lancashire County Council can be thrown into the mix too as it holds the brief for strategic transport planning.

    On its last day of service before overhaul, Bulleid West Country 4-6-2 No 34092 City of Wells was on the steam roster. The photos on my round trip were taken at Bury, Heywood, Bury again and Rawtenstall. Hopefully it will not be too long before the line's magnificent flagship will be back in service.
