If you run 2 locos fitted with forward facing cooling fans nose to nose, the chances are they'll overheat before too long! If you think about it, there'd be 2 chuffing great fans a couple of feet apart, each trying to suck air from the small space in between - each will disrupt the others airflow, and neither will be going fast enough to draw enough air in to keep them cool. By having the empty space where the cab of the slave unit was, directly in front of the master's fan, both units get a fighting chance of keeping cool.
