Given that the whole thing was largely a PR/political exercise I would have thought there would have been plenty of publicity. As long as the train were reliable, I don't suppose they did care how that was achieved.

I doubt they deliberately misled people in order to raise funds. I suspect their decision was as much based on availability of labour (i.e. volunteers) to support mainline running as it was finances.

That's actually an insult to the team at Tanfield who have found the funding to repair and sort out the shed. Talk to any of their folk and they will tell you that this is how the shed was under the NCB in the 50s and 60s. Regualrly whitewashed...
