    BUILDING a high-speed rail line connecting Leeds and London is a "cast-iron guarantee" despite calls to limit public spending, the Conservatives have said.
    Speaking to the Yorkshire Post as part of the launch of Fast-Track Yorkshire, Shadow Transport Secretary Theresa Villiers said that it would go-ahead, no matter how badly the economy is doing.
