‘Patch and mend’ rail investment no substitute for HS2

HS2 is still the best option for meeting the UK’s rail capacity needs, that is the message coming out of the Department for Transport.

Publishing its new strategic business case for Britain’s planned high-speed line, the DfT suggested that any alternative to HS2 would result in 14 years of disruption as demand continues to increase for rail in the UK.

The government has said that the 18 trains an hour that HS2 would add between Manchester, Leeds and London are essential to relieving pressure on the East Coast and West Coast mainlines.

Transport Secretary Patrick McLoughlin said: “We need a radical solution and HS2 is it. A patch and mend job will not do – the only option is a new north south railway.

“HS2 brings massive benefits to the north, is great for commuters and the alternatives just don’t stack up.

“Now is the time to be bold and deliver a world class railway which Britain deserves and can truly be proud of. Future generations will not forgive us if we fail to take this opportunity.”

Although the business case has actually scaled back the benefit to cost ratio (BCR) to £2.30 worth of benefits for every pound spent, the government has said that it believes the figure could increase to £4.50 if demand for rail travel continues to rise until 2049.
