    I don’t know if this is the same as the HRA’s guidance, but just cane across this whilst on the ORR site ….

    The HRA didn't write it, though? It was the ORR and HSE.

    Yes I am an active volunteer
    The main body of the guidance was, but the really useful but which comprises most of the document is the annex giving examples of what you can and can't do, which was, as it says, "produced in collaboration between ORR and the Heritage Railway Association (HRA)"
