Steam locos aren't compliant with current H&S regulations and guidance. Simples.

From this I deduce that you've never had a " no coffee and biscuits" meeting with an ORR inspector! Avoidance of falls from heights, a major priority for the HSE.

I often have conversations with the gentlemen from HMRI and have done since the days of Major Olver, which is a long time ago, now. I'm also fully aware that working at height is a hot topic and has been for many a year. Like I said, steam locos aren't compliant with current H & S regulations and guidance.
