Yes I am an active volunteer
Been reading a wiki article about GBR taking over from Dft Operator and some of the roles of ORR being transferred to GBR.

I wonder how this would affect Heritage Railways in practice ?

*Been commuting to London on C2C this week and I've just found out that it's been taken over by Dft Operator in July 2025

No I do not currently volunteer
There should be no direct effect; GBR is taking on Network Rail and the passenger operators, but no further.

GBR will be taking some functions (e.g. licensing open-access operators) away from ORR but not, as far as I’m aware, safety regulation.
