Are there any engines the NRM would NOT restore?

I stand corrected, that said im sure the Bluebell is far more concerned with it's own motive power needs currently rather than steam a victorian locomotive for the hell of it and then loaning it out to half of Great Britain for 7 out it's 10 year ticket, so realistically at least only the NRM in a position to steam such a locomotive that many corners of the UK can enjoy.

If you want to see how much fun it can be taking a really old loco out on the main line, I believe there are still tickets available for this Sunday's run Whitehead-Belfast-Dublin and return, out with No. 4 and back with No. 186. More details here.

250+ miles of steam for £25 return, half of it behind a 130 year old loco. Get a flavour of No. 186 here or here or here.
