    Pretty sure that's correct Martin. Interestingly a GCR volunteer told me back in January at the winter gala that you could go down there because they had cut a path along the top of the embankment inside the railway fence to allow the access. But then an official notice from the railway I've seen next to the sign in book at Quorn said no access there, it mentioned something about rabbit holes.

    Most just still walk along the field. There is an ill defined path through the trees at the top of the embankment not on Railways property. The farmer has not taken any measures th keep people out

    Least lessons have been learnt,
    To do things such as this in an upfront manner.
    Avoids the farce that was the WSR removing passes,
    Which Started as a rumour on here,instead of being up front and informing pass holders,So I'm led to believe,
    then only to reinstate them a year later,
    So you never know things might change.

    To build on this the select band retaining a pass seem to have some strict conditions if sources are correct

    Pass holders become working members
    Railway retains rights on all images taken
    No sharing of images taken on social channels

    I’m not a member of anyone’s select band and while condition 1 is not unreasonable, to me as a photographer the other two are right out so I wonder what actual or potential members of the GCR’s select band of photographers think of them - especially when it comes to any putative royalty payments...

    I have no dog in this fight - I do not have a camera. However, I can see where the GCR Management are coming from. On NP, in the last few months, there have been photos which could shed a poor light on the line they were photographed on. Recently the Swanage with excessive smoke, photographers - who apparently should have known better - wandering in unauthorised places track side, sleeping signalmen and so forth.

    A (tragically-departed) friend of mine used to crochet the tape inside into handbags! But I still actually use VHS from time to time, believe it or not...

    Perhaps the GCR are ensuring that the photographers are reminded that in exchange for the right of access the GCR demands the right of use in order to avoid the insult that its accredited photographers are freeloading !

    Suppose an individuals view of this situation depends on which side of the fence you view this from- which is probably why this ruling has now come into place, not that it has ever bothered some.

    So what this boils down to is the ORR viewing the risk of a lineside presence as the same as on the national network. Essentially they are saying that approved people cannot be relied on to do the right thing or that there will remain a residual risk that is unacceptable.

    What I find bemusing is that any pass that were to be issued could include a set of rules that each person could be required to sign and take personal responsibility for thereby absolving the heritage railway from any come back. For example, proximity to operating lines etc.

    So whilst I understand the ORR's point of view, what I don't understand is why the issue of any pass cannot be managed. Presumably we are talking here about responsible people and not random members of the public who just want access for, say, an event when arguably they may simply push at the boundaries anyway even if they are not vetted for a pass.

    I believe the former GCR scheme included a set of rules that holders were signed up to. History suggests that an uncomfortable number may have had their fingers crossed while signing.

    I also believe that such a sign-up wouldn't legally be able to disclaim the railway's legal duties to those on it's land - quite aside from the responsibilities to those who might be affected in the event of an incident.

    as an environmental scientist I'd disagree with this somewhat. Train travel is to be encouraged wherever possible (it's notably more environmentally friendly than car useage), but reduction in coal availability is going to increase as a concern notably in the next few years. The last UK coal fired power stations have maybe 4-5 years max life left, and after that coal imports to the UK will reduce significantly, more simply because of reducing demand for them and for coal in general.

    Problem is that leisure train travel is more difficult to justify in this context, especially when 99% (?) of those enjoying it probably arrive at the train ride by car.

    Surely that is different as between my electric hauled journey to London for work, and my 30 mile drive to a steam railway for an entirely discretionary journey?
