0Z37 suggests a light engine, rather than loco and support coach, so possibly a (Class 37?) diesel loco on test.

Yes if you interpret the head code 0Z37; 0Z = Light engine whilst the last 2 digits identify the loco using Class number for diesel traction and usually the last 2 digits of the locomotive's TOPS number if a steam locomotive. In this case 37 represents a diesel locomotive of Class 37 hence the working is of a Class 37 on test between Carnforth and Hellifield after heavy maintenance / overhaul.

I wasn't aware that the second part of the head code was established in that manner, what happens if there are two Class 37 light moves on the same day?

Believe 0Z37 was 37669 + 37685; if there are 2 trains operating at the same time then one will become 0Z38.

The same principle arises should 44932 and 60532 are operating light engine moves on the same day; one will operate as 0Z32 and t'other as 0Z33.

What has happened to steam? Website says limited updates until 24 May, but it is still "dead".

It is not dead. I have been travelling abroad for two weeks with limited Internet access ! It has been updated several times since my return on 24 May.

I am sure someone can identify what it is from the head code, isn't a LE normally start with 0, so possibly just a stock move.
