Who was the first in the UK with a locomotive that could be driven from a sitting rather than a standing position?

I'll kick off with Gresley's A1 Pacific of 1922, but others might know differently and have earlier contenders in mind.

You'll have to go back a lot further than that, the L&YR was providing seats early in the twentieth century and possibly earlier.

Yes, seats provided, but were the various controls arranged in such a way that the loco could be driven from a seated position?

Pretty much, yes, on the Lanky. The LNWR also provided seats, but many controls were out of reach from them, including the brake. You need to remember that, once on the move and settled down, the driver wasn't constantly making adjustments to regulator, reverser and brake; they could be left untouched for quite a while.
