    The language is a lot more collaborative than a lot that's come out of Carnforth previously. But it still creates an impression that if agreement can't be reached, it would be ORR who would be unreasonable in failing to agree.

    So much froth. It's a one sided business. The ORR says nothing except the ruling from ages ago that other TOCs have honoured. WCR says what it wants to try and keep faith with the public. That's all we know.

    I totally share your scepticism. Nothing new there, just confirms what we already know, but now it’s out in the public domain. My take away is that there’s currently no exemption granted. Ulterior motive? Draw your own conclusion.
