    Thanks for that Paul, currently speaking to ORR about this but, glad that a similar scenario has been in place before.

    I am not sure that your reply fills me with a huge amount of confidence. This thread has given you some good information and it is understood that there has been passenger traffic in the past. What you have to demonstrate though is that the method of operation you propose to adopt is likely to be safe. You cant sensibly do that without a risk assessment, which in truth this thread has largely been. As I said before, you must already have a risk assessment as you have operated in the past. The risk is just being altered with change in braking arrangements, but you need to look at that specifically. Personally I think the thread has run its course. Good luck with your new operation.

    Hello 21B, don't worry everything that has been said has been taken on board. We are at present speaking to the ORR if they will consider the idea. At the same time we are completing a new rule book and Safety management system as those previously in use are considered out of date. Whilst the risk assessments are also being reviewed, this will allow us to complete a new risk assessment based upon the current situation, whilst two new assessments are also under construction - one of demonstration unfitted goods trains and a second for the eventual return of vac fitted services.

    The advise of everyone on here has proven invaluable and we hope to use the information you have given to return services to Bowes. Our aims for this coming year are to operate a brake van service, which should provide funds to overhaul our steam locomotives to passenger carrying standards. Hopefully ill see some of you there, youll have to excuse me but i have my drivers exam to revise for. :)

    Whatever you do, keep it simple and proportionate to the risk. Don't go overboard on paperwork. You are propelling one (braked) van at probably 10 mph max.
