    Seeing the main line steam at Sydney prompts me to ask if New South Wales is the best part of Oz for steam please?
    Three ROD O4 2-8-0s are in NSW, two at Dorrigo and the other at Richmond Vale.

    I went to NSW and Victoria and enjoyed both

    NSW would be the best for main line steam. There are regular steam hauled tours out of Sydney and also local main line running out of Canberra. Victoria would probably be the best for the isolated tourist railways.

    Having said that, all (not sure about Western Australia at the moment) states have some steam railway presence, most with at least 1 standout railway.
