Presumably the general principle was that a through train would not switch from being an up train to a down train on the course of its journey....
Possibly it is disturbance during construction of the line that would concern the RSPB rather than trains on the completed line.

IIRC a few Bulldogs were built new with second hand boilers after the new boilers intended for them were instead fitted to Aberdares.
That makes sense as by the time the Pugs got dumb buffers there almost certainly wouldn't have been any dumb buffered wagons remaining while...
I wonder why they weren't fitted with sprung buffers? When first introduced I assume there might still have been quite a few pre RCH standard...
