    Yes I am an active volunteer
    I was there not so long ago and took the same photo and asked the same question :) apparently it is one of two locos supplied new for a line than ran around the zoo for a while. Closed some years back and the loco has been a floral feature since.

    -info taken from Alan Keef's Autobiography-

    Its most likely Works No. AK.34. Built in 1991 0-4-0ph steam outline delivered to Singapore Zoo in 1991. Know as 'Red Choo Choo'.

    There was also another Keef loco AK35 which was a 4-4-0, also built 1991.
