That's freed up a Saturday for me. I take it there weren't that many bookings?

Maybe some enthusiasts didn't want to travel on this particular date due to it been the K&WVR Winter Gala the same weekend with 70013 and with it only been around the corner :-k .

This train was to run only two weeks after the previous one [31 Jan]. I am not convinced there is a market for one every two weeks, monthly perhaps, fornightly doubtful, especially at a time when money is tight. The same happened in December when PTR tried to run 3 in 3 weeks, the last one on 20 December had to be cancelled. I think, indeed hope, once the CME's go monthly from March onwards the loadings will return, if indeed low bookings was the reason for the cancellation of February's train.

I do find that the enforced wait between Bolton and Victoria a bit tedious when from the enthusiasts point of view the trip is as good as over after Entwistle summit.

What's a "peep" ? (I've not heard THAT one before!)

OH, it's just come to me ...... perhaps you mean those who can't afford to travel on it every time that it runs?
