This came up on the CHR Forum and I found it an interesting read. I am not sure if there is another thread running on this, my quick search did not reveal anything

One very positive note is that there is a voice for the heritage railway movement in parliament so now we know who has sympathetic ear.

A very positive and encouraging report, let us hope that some of the ambiguity in the current act can be put right.

Quite an interesting read and its interesting that its between the age of 12 to 16 that seems to present the biggest problem with younger volunteers, as the laws are not at all clear as to what steps the railways are supposed to take over safeguarding when they are not working as part of youth group and the way certain rules are open to misinterpretation for instance do supervisors have to be vetted etc, youth groups provide a way in, but then what do you do with the kids who want to do stuff not as part of a youth project ?

Like the old stock on the Milan metro, it said one place and went to another, many experiences of that over the years!

A very useful document in illustrating the value of the volunteer-led model of railway preservation / heritage railway operation. Translated extracts have been provided to the relevant authorities in Romania to support the work of Asociaţia Prietenii Mocăniţei and SARUK to preserve the Sibiu - Agnita Railway on this model. http://www.sibiuagnitarailway.com/friends/index.php?lang=en https://www.facebook.com/SARUK-1073053896042860/ There is no reason to suppose that this would not have similarly beneficial results in Romania, where the work of volunteers is regulated by a special law.

This was debated in the Lords yesterday, and featured a very detailed account of the GWSR's recent exploits! Can be found here from 22 minutes in: https://www.bbc.co.uk/iplayer/episode/m0005tdv/house-of-lords-05062019 for the next 28 days and seems to suggest progress is being made (albeit slowly) on sorting out the legislation surrounding young volunteers. It also touched briefly on coal, I think it was mentioned that this would be the subject of the next APPG on heritage railways' report, which I'm sure will be equally interesting.

Very useful links to reports and valuable data showing the wider benefits of the Heritage Rail movement.
