Does anyone have any clue whether the issue supposed to be out on 21st March 2019 was actually published? And if it was, where can I get a copy in the Bristol/Bath/Frome area?

Did you try looking at their website?
    https://www.world-of-railways.co.uk/narrow-gauge-world

That shows the last issue was 22 Feb 2019.

And that issue has an advert for the next issue due out on 21st March. The editorial states that was the last bi-monthly issue. And yes, I had tried the confusing website.

The editorial of the March-April issue, a few words after stating it is the last bi-monthly issue, also states that the May issue will be out on April 26th.
