    My mate who booked a ticket on my behalf has also received the letter- the goodwill offer is fair enough to me. I might write to NR, too- I'm not expecting any action, but something needs to be done.

    A bit of googling suggests that the Rolling Stock Library (RSL) no longer exists, but has been replaced by a system called S2, which combines the RSL and a second database.

    It seems to be controlled by the RSSB - The Rail Safety and Standards Board.

    It also appears that access to it is online, so either the information I've googled is wrong or the letter isn't entirely accurate.

    At the end of the day, it's not RTC's job to submit FTR paperwork to NR/RSSB or whoever; one could argue that it could have been chased up, but why should it when this sort of thing has been rare up until now? It just means there's another thing to add to the pre-tour checklist. Whatever the veracity of the letter's explanation, the point of the matter is that something, or someone, said 'no' somewhere along the line at the eleventh hour, when the expectation was that things would run as planned.

    Perhaps it was hoped/expected the 8F would still be available which then made the situation more acute when that option fell away?
